The Orthodox Church traces its roots back to the early church and has been the predominant Church in the Eastern world since that time. There are many differences between the Eastern and Western Church, but none is as significant as it\u2019s polity, especially as it relates to the Papacy. Let\u2019s learn more about the structure of church government in the Orthodox tradition. We adapted this article from the <a href=\"https:\/\/www.olivetree.com\/store\/product.php?productid=43449\" target=\"_blank\" rel=\"noreferrer noopener\">Orthodox Study Bible<\/a>, the first study Bible of its kind.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>The Four \u201cOrders\u201d in Church Government<\/strong><\/h2>\n\n\n\n<p>The New Testament teaches that all four \u201corders\u201d which form the government of the Church\u2014laity, deacons, presbyters, and bishops\u2014are necessary to the proper functioning of the body of Christ. All four are clearly visible in Paul\u2019s first letter to Timothy.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Saints<\/strong><\/h3>\n\n\n\n<p>The <em>laity<\/em> are also called \u201csaints\u201d (<a href=\"https:\/\/www.olivetree.com\/bible\/?query=rom+1%3A7&amp;version=NKJV\" target=\"_blank\" rel=\"noreferrer noopener\">Rom 1:7<\/a>; <a href=\"https:\/\/www.olivetree.com\/bible\/?query=2+Co+1%3A1&amp;version=NKJV\" target=\"_blank\" rel=\"noreferrer noopener\">2Co 1:1<\/a>; <a href=\"https:\/\/www.olivetree.com\/bible\/?query=1+Ti+5%3A10&amp;version=NKJV\" target=\"_blank\" rel=\"noreferrer noopener\">1Ti 5:10<\/a>), the \u201cfaithful\u201d (<a href=\"https:\/\/www.olivetree.com\/bible\/?query=Eph+1%3A1&amp;version=NKJV\" target=\"_blank\" rel=\"noreferrer noopener\">Eph 1:1<\/a>), and \u201cbrethren\u201d (<a href=\"https:\/\/www.olivetree.com\/bible\/?query=Col+1%3A2&amp;version=NKJV\" target=\"_blank\" rel=\"noreferrer noopener\">Col 1:2<\/a>). The laity (Gr. <em>laos<\/em>) are the people of God, the \u201cpriesthood\u201d (<a href=\"https:\/\/www.olivetree.com\/bible\/?query=1+Pe+2%3A4-10&amp;version=NKJV\" target=\"_blank\" rel=\"noreferrer noopener\">1Pt 2:4\u201310<\/a>). Technically, the term \u201claity\u201d includes the clergy, though in our day the word usually refers to those in the Church who are not ordained. It is from among the laity that the other three orders emerge.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Deacons<\/strong><\/h3>\n\n\n\n<p>The <em>deacons,<\/em> literally \u201cservants,\u201d are ordained to serve the Church and must meet high qualifications (<a href=\"https:\/\/www.olivetree.com\/bible\/?query=1+Ti+3%3A8-13&amp;version=NKJV\" target=\"_blank\" rel=\"noreferrer noopener\">1Ti 3:8\u201313<\/a>). The apostles were the first to take on the service tasks of deacons, and when the workload became too great they called for \u201cseven men of good reputation, full of the Holy Spirit and wisdom, whom we may appoint over this business\u201d (<a href=\"https:\/\/www.olivetree.com\/bible\/?query=Acts+6%3A3&amp;version=NKJV\" target=\"_blank\" rel=\"noreferrer noopener\">Acts 6:3<\/a>). Besides serving the material needs of the people, deacons occupy a crucial role in the liturgical life of the Church.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Presbyters<\/strong><\/h3>\n\n\n\n<p>The <em>presbyters,<\/em> or elders, are visible throughout the New Testament. Their ministry from the start was to \u201crule,\u201d \u201clabor in the word,\u201d and teach true \u201cdoctrine\u201d (<a href=\"https:\/\/www.olivetree.com\/bible\/?query=1+Ti+5%3A17&amp;version=NKJV\" target=\"_blank\" rel=\"noreferrer noopener\">1Ti 5:17<\/a>) in the local congregation. Paul \u201cappointed elders in every church\u201d (<a href=\"https:\/\/www.olivetree.com\/bible\/?query=Acts+14%3A23&amp;version=NKJV\" target=\"_blank\" rel=\"noreferrer noopener\">Acts 14:23<\/a>) and later instructed his apostolic apprentice, Titus, to do the same in Crete (<a href=\"https:\/\/www.olivetree.com\/bible\/?query=Tit+1%3A5&amp;version=NKJV\" target=\"_blank\" rel=\"noreferrer noopener\">Tts 1:5<\/a>). From the word \u201cpresbyter\u201d came the shorter form \u201cprest,\u201d which finally became \u201cpriest.\u201d In no way is the ordained Christian priesthood seen as a throwback to or a reenacting of the Old Testament priesthood. Rather, joined to Christ who is our High Priest \u201caccording to the order of Melchizedek\u201d (<a href=\"https:\/\/www.olivetree.com\/bible\/?query=Heb+5%3A6&amp;version=NKJV\" target=\"_blank\" rel=\"noreferrer noopener\">Heb 5:6<\/a>, <a href=\"https:\/\/www.olivetree.com\/bible\/?query=Heb+5%3A10&amp;version=NKJV\" target=\"_blank\" rel=\"noreferrer noopener\">10<\/a>), the Orthodox priest is likewise a minister of a new covenant that supersedes the old.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Bishops<\/strong><\/h3>\n\n\n\n<p>The <em>bishop<\/em> is the \u201coverseer\u201d of the congregation and clergy in a given area. Often the terms \u201cbishop\u201d and \u201celder\u201d are used interchangeably in the New Testament (<a href=\"https:\/\/www.olivetree.com\/bible\/?query=Acts+20%3A17&amp;version=NKJV\" target=\"_blank\" rel=\"noreferrer noopener\">Acts 20:17<\/a>, <a href=\"https:\/\/www.olivetree.com\/bible\/?query=Acts+20%3A28&amp;version=NKJV\" target=\"_blank\" rel=\"noreferrer noopener\">28<\/a>), with the bishop being the leader of the elders. The qualifications for bishop listed in <a href=\"https:\/\/www.olivetree.com\/bible\/?query=1+Ti+3%3A1-7&amp;version=NKJV\" target=\"_blank\" rel=\"noreferrer noopener\">1 Timothy 3:1\u20137<\/a> and <a href=\"https:\/\/www.olivetree.com\/bible\/?query=Ti+1%3A7-9&amp;version=NKJV\" target=\"_blank\" rel=\"noreferrer noopener\">Titus 1:7\u20139<\/a> underscore this role. Nonetheless, the bishopric is a specific office both in the New Testament and in the early Church. The Twelve were the first to hold this office (in <a href=\"https:\/\/www.olivetree.com\/bible\/?query=Acts+1%3A20&amp;version=NKJV\" target=\"_blank\" rel=\"noreferrer noopener\">Acts 1:20<\/a> \u201coffice\u201d could literally be translated \u201cbishopric\u201d) and they in turn consecrated other bishops to follow them. For example, Timothy and Titus are clearly of a separate order from that of elder (see <a href=\"https:\/\/www.olivetree.com\/bible\/?query=1+Ti+5%3A17-22&amp;version=NKJV\" target=\"_blank\" rel=\"noreferrer noopener\">1Ti 5:17\u201322<\/a>; <a href=\"https:\/\/www.olivetree.com\/bible\/?query=Tit+1%3A5&amp;version=NKJV\" target=\"_blank\" rel=\"noreferrer noopener\">Tts 1:5<\/a>). Early records show James was bishop of Jerusalem by AD 49 and functioned accordingly at the first council there (<a href=\"https:\/\/www.olivetree.com\/bible\/?query=Acts+15%3A13-22&amp;version=NKJV\" target=\"_blank\" rel=\"noreferrer noopener\">Acts 15:13\u201322<\/a>). Peter is on record as the first bishop of Antioch prior to AD 53, and later first bishop of Rome, where he was martyred about AD 65.<\/p>\n\n\n\n<p>Perhaps the strongest early reference outside the New Testament to the presence of the four orders in church government occurs in the writings of Ignatius, bishop of Antioch from AD 67\u2013107, the very heart of the New Testament era. To the church at Philadelphia (see <a href=\"https:\/\/www.olivetree.com\/bible\/?query=Rev+3%3A7-13&amp;version=NKJV\" target=\"_blank\" rel=\"noreferrer noopener\">Rev 3:7\u201313<\/a>) he writes of \u201cChristians [<em>laity<\/em>] at one with the <em>bishop<\/em> and the <em>presbyters<\/em> and the <em>deacons<\/em>\u201d (italics added).<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Conclusion<\/strong><\/h3>\n\n\n\n<p>In the Orthodox Church, authority is resident in all four orders, with the bishop providing the center of unity. His authority is not over the Church, but within the Church. He is an icon of Jesus Christ, \u201cthe Shepherd and Overseer [lit., <em>bishop<\/em>] of your souls\u201d (<a href=\"https:\/\/www.olivetree.com\/bible\/?query=1+Pt+2%3A25&amp;version=NKJV\" target=\"_blank\" rel=\"noreferrer noopener\">1Pt 2:25<\/a>). Church leadership does not consist of one or more of the orders functioning without the others.
