The Biblia Hebraica Quinta is being developed from the ground up by an international and interdenominational team of scholars. It is based on the oldest completely preserved manuscript of the Hebrew Bible, the Codex EBP.I B 19a, from the Russian National Library in St. Petersburg (commonly known as the Leningrad Codex). All features of the manuscript are depicted as accurately as possible, and the ancient marginal notes of the small and large Masorah (Masora Parva and Masora Magna) are also presented true to the original manuscript.

The text-critical apparatus has been completely redesigned and expanded. All significant variants from the Qumran texts are now listed in full, along with a detailed commentary section which facilitates academic study. An introduction to each biblical book is provided in which the relevant textual witnesses are characterized and their use in the critical apparatus explained.

The commentary section contains in-depth comments on individual text-critical questions along with translation of the Great Masorah as well as explanations of the Small Masorah. Both the commentary section and the text-critical apparatus are written in English.
